Mr. Obama acknowledged that some Americans might see his trip as a distraction from serious domestic issues. He predicted a possible dip in his poll ratings and he underscored his renewed focus on the economy on Monday, when he will consult with advisers including Paul A. Volcker, the former Federal Reserve chairman; Robert B. Reich, the former labor secretary; Robert E. Rubin, the former Treasury secretary, and Lawrence H.
